新规下设计企业工程总承包管理机制优化建议与发展思路 被引量:3

摘要 工程总承包将成为工程建设市场的主流建设模式,根据新规对工程总承包的定义和要求,以某大型综合甲级设计院为例,针对其在工程总承包项目实施过程中遇到的问题,提出了相应的优化建议,如加快申请施工资质、加强设计-采购-施工一体化管理体系建设、厘清安全生产责任等。探讨了新规下设计企业工程总承包的发展思路:应认识到以联合体模式承接工程总承包项目只是一种过渡形式,同时拥有设计和施工资质才是未来大中型设计企业发展的方向;未来设计企业应以工程总承包为主要发展模式,优化资源配置、强化资源整合,各项业务均衡协调发展,力争转型为高质量全过程工程服务商。 EPC contracting is going to be dominated in the project construction field.According to the definition and requirements of EPC contracting,which is stated in up-to-date regulations,taking a large engineering company with class A qualifications as an example,this paper is focused on solving all problems arising in the implementation of EPC contracts,in which some suggestions on optimization of the mechanism such as speeding up the application for construction qualification,strengthening the integration management system of engineering design-procurement-construction and clarifying the responsibility for safe production were proposed.The idea for development of EPC contracting for engineering company with new regulations was discussed.It should be acknowledged that undertaking EPC contracting by the engineering consortium is only a transitional mode,a medium to large sized engineering company having qualifications for both engineering design and construction tends to be the EPC contractor of projects.Major engineering companies should be developed into EPC contractors by optimizing resource allocation,improving resource integration and performing various businesses with coordination and eventually transformed into high-quality engi-neering service providers throughout the process.
