摘要
制度建设是推进乡村振兴的一项重要基础性工作,构建起一套完善的农业农村发展制度能够稳定农民预期,巩固农村根本,功在当下、利在长远。当前,我国已经建立起一套较为完整的乡村振兴制度,本文以“产业兴”“农民富”和“村庄美”三个目标为线索,在国家治理的视域下梳理并阐述我国乡村振兴的制度安排,以此为基础分析现有乡村振兴制度的合理性与有效性特点,进一步探讨当前乡村振兴制度建设存在的问题与改进对策。
System construction is an important basic work to promote rural revitalization.Building up a perfect agricultural and rural development system can stabilize farmers'expectations and consolidate the fundamentals of rural areas,which is a work of immediate and long-term benefit.At present,China has established a complete system for rural revitalization.This paper takes the three goals of"prosperous industry","rich farmers"and"beautiful villages"as clues to sort out and explain the institutional arrangements for rural revitalization in China under the perspective of national governance and use them as a basis to explore the rationality and effectiveness of the existing rural revitalization system.Finally,the problems and countermeasures of the current institutional construction are clarified.
