摘要
研究立足辽宁省重点用能单位能耗在线监测系统建设工作实际,总结在政策文件制定、业务能力建设、省级平台功能、企业端系统建设等方面取得的显著成效,深入分析地方标准缺失、数据质量存在偏差、各市建设进展不均衡等问题,并提出进一步推进监测系统建设的建议。为深入挖掘全省能源消费存量和碳减排潜力,重点管控高耗能高排放项目,做好能耗大数据分析,确保辽宁省“十四五”能耗双控目标顺利完成。
Based on the construction of online monitoring system for energy consumption of key energy consumption units in Liaoning Province, the research summarizes the remarkable achievements in policy document formulation,business capacity-building, provincial platform functions and enterprise end system construction, analyzing deeply the lack of local standards, deviation in data quality, uneven construction progress of cities and other problems, and putting forward suggestions on further promoting the construction of monitoring system. In order to deeply tap the province’s energy consumption stock and carbon emission reduction potential, focus on the control of high energy consumption and high emission projects, do a good job in the big data analysis of energy consumption, and provide support for the smooth completion of the dual control goal of energy consumption in the 14th five year plan of Liaoning Province.
