摘要
老挝南乌河(也称南欧江)干流水电开发已基本完成,如何发挥梯级水库群的防洪作用是调度运行管理面临的难题之一。为提升南乌河流域主要城镇的防洪标准,根据梯级水库的建设状况和运行管理需求,对南乌河梯级水库联合防洪调度的必要性和可行性进行了探讨。在此基础上,以南欧江五级、六级水库为重点,构建了联合防洪调度模型,研究提出了两水库汛期运行控制水位。此外,探讨了南乌河流域水库群联合调度的管理机制,针对性地提出了对策建议。研究成果对提升南乌河流域管理水平、充分发挥梯级水库综合效益具有参考价值。
The hydropower development on the main stream of the Nam Ou River in Laos has been basically com⁃pleted.One of practical challenges in operation management is how to give full play to the flood control function of cascade reservoirs.In order to improve the flood control capacity of main towns,this paper discussed the necessity and feasibility of the joint flood control operation of cascade reservoirs on the Nam Ou River according to the con⁃struction status of the cascade reservoirs and the actual needs in operation practice.Moreover,focusing Nam Ou 5 and Nam Ou 6 reservoirs,the operation control water levels of 2 reservoirs during flood season were proposed.In ad⁃dition,the management mechanism of joint flood control operation of reservoirs on the Nam Ou River was studied and the related suggestions were put forward in order to give full play to the comprehensive utilization benefits of the cascade reservoirs.The study results has reference for improving the management level and fully playing the com⁃prehensive benefit of the cascade reservoirs.
