摘要
瑞丽市位于云南省西南部,西北、西南、东南三面与缅甸接壤。由于毗邻世界毒品来源地“金三角”地区,常被境外毒品犯罪分子视为运送毒品进入内地的黄金通道和主要消费市场,是控制毒品犯罪的重点场所,其毒品犯罪数量近两年来已跃居全省第一,主要是由地区地势复杂、经济发展水平低、人口流动量大、吸毒人口多等多种因素导致的。目前的打击效果还不明显,打击形势严峻,为控制瑞丽市等边境地区的毒品犯罪,应通过加强边境管理和人口管理、促进经济发展、加强国际合作、控制吸毒人员、完善法律法规、动员民众参与等多种措施协同治理。
Ruili City is located in the southwest of Yunnan Province,bordering Myanmar on three sides:northwest,southwest and southeast.Due to its proximity to the“Golden Triangle”area,the source of drugs in the world,it is often regarded by overseas drug criminals as a golden channel for transporting drugs into the hinterland and the main consumer market,and is a key place for controlling drug crimes,and the number of drug crimes has jumped to the first place in the province in the past two years,mainly caused by various factors such as complex regional terrain,low level of economic development,large population flow,and large number of drug users.Coordinated governance should be achieved through a variety of measures,including strengthening border management and population management,promoting economic development,strengthening international cooperation,controlling drug addicts,improving laws and regulations,and mobilizing popular participation.
