摘要
寒地冰雪经济当前处于政策引领和核心要素驱动阶段,要向高质量发展转型必须做到以下几点:第一,积极推进供给侧结构性改革,促进冰雪经济全产业链协调发展;第二,创新驱动冰雪经济,推动冰雪产业升级;第三,发挥区域比较优势,打造冰雪要素品牌战略;第四,优化冰雪经济营商环境,建立现代服务型政府;第五,深耕东北亚冰雪丝绸之路,促进高水平对外开放。
The ice-snow economy in cold region is still at the stage of policy guidance and core element driving.The development of the ice-snow economy should be guided by new development concepts,with the establishment of the modern ice-snow economic system as the strategic positioning,and the core industry elements of the ice-snow economy as the main axis and development focus.Build the core competitiveness of the ice-snow economy in cold regions.It is necessary to promote supply-side structural reform and boost the coordinated development of the entire industrial chain of the ice-snow economy;drive the ice-snow economy through innovation and promote the upgrading of the ice-snow industry;leverage regional comparative advantages and create a brand strategy for ice-snow elements;optimize the business environment of the ice-snow economy and establish a modern service-oriented government;and cultivate deeply the Northeast Asia Ice-snow Silk Road and promote highlevel opening up,and finally the northern economy will take off in an all-round way.
