摘要
农业是中国兑现入世承诺和全面对外开放过程中的重点、难点和焦点议题。本文系统回顾了入世20年来中国农业贸易领域的整体变迁,从产品结构、贸易主体、市场结构层面剖析了过去20年中国农业贸易的演进规律,总结了入世以来农业贸易领域的基本政策结构和主要变化,剖析了当前农业贸易规则变迁对中国农业贸易发展带来的机遇和挑战。在新的发展形势下,本文认为在“十四五”乃至更长时期内农业贸易领域要高度关注前沿研究方向,要把握国内国际双循环发展机遇,顺应新形势新要求,高度重视优化市场环境和贸易条件,促进贸易政策和经贸规则与制度的建设,推动农业贸易协同发展,不断巩固农业贸易地位,立足新发展格局,从容应对国内国际风险挑战,主动作为,促进农业贸易高质量发展。
Agriculture is the key,difficulty,and focus of China’s fulfillment of its WTO commitments and the process of fully opening up to the outside world.The article systematically reviews the overall changes in China’s agricultural trade in the past two decades,analyzes the evolution of China’s agricultural trade in the past two decades from the perspective of product structure,trade entities,and market structure,and summarizes the basic policies in the agricultural trade field since joining the WTO.The structure and major changes analyze the opportunities and challenges that the current changes in agricultural trade rules have brought to the development of China’s agricultural trade.Under the new development situation,the article believes that in the“14th Five-Year Plan(2021-2025)”and even longer periods,it is necessary to pay close attention to the frontier research directions in the field of agricultural trade,grasp the domestic and international dual-cycle development opportunities,conform to the new situation and new requirements,and attach great importance to optimizing the market environment.Harmonize trade conditions,promote the construction of trade policies and economic and trade rules and systems,promote the coordinated development of agricultural trade,continuously consolidate the position of agricultural trade,based on the new development pattern,calmly respond to domestic and international risks and challenges,take the initiative to promote the high-quality development of agricultural trade.
