摘要
党的领导制度在国家治理体系中的统领地位以及党面临的风险和考验是坚持和完善党的领导制度体系的逻辑起点,这一制度体系继承了马克思、恩格斯、列宁的政党理论,传承了中华优秀传统文化的政治智慧,承续了中国共产党对领导制度建设的探索。它以坚持和完善党的领导为主轴,按照思想基础、核心要义、关键举措、基本方式、重要抓手、根本保障六个方面的逻辑架构展开其理论体系。与逻辑起点相呼应,党的领导制度体系的建立健全以巩固党的执政地位、推进国家治理体系和治理能力现代化为逻辑归宿。
The logical starting point to uphold and improve the Party’s leadership system is the domi⁃nant position of the the Party’s leadership system in the national governance system as well as the risks and challenges faced by the Party.The system has inherited Marx,Engels,Lenin’s theories of political parties and political wisdom of Chinese excellent traditional culture,and has continued the ex⁃ploration of the construction of leadership system by the Communist Party of China.It takes adhering to and perfecting the leadership of the Party as its main axis,and develops its theoretical system ac⁃cording to the logical framework of ideological basis,core essentials,key measures,basic ways,impor⁃tant starting points and fundamental guarantee.Echoing the logical starting point,the establishment and improvement of the Party’s leadership system takes consolidating the Party’s ruling position and promoting the modernization of national governance system and governance capacity as the logical end rerult.
