摘要
企业在建设完善安全管理体系时,对安全生产标准化体系、风险分级管控和隐患排查治理双重预防体系(简称双控体系)的建设过程中存在重复工作,盲目搭建体系构架的问题。安全标准化体系和双控体系均有其要素要点和关注方向,两个体系需要融合建设,对各自要素进行分解落实,减少企业在体系建设上的重复无效工作,使安全管理和体系建设发挥作用,切实提高企业安全管理水平。在企业中,通过选取一个重点管理项目进行分级管控和隐患排查治理的实践探索,达到体系融合。以“项目式管理,体系化推进”的模式,将双控体系建设融入安全标准化体系的日常建设工作中,建立适合企业体系管理的安全管控模式,并能符合“安全标准化”和“双控体系”的建设要求,实现安全管理体系日常化的目标。
When enterprises are building and improving their safety management system, there is a problem of duplication of work and blindly building a system structure during the construction of the safety production standardization system, risk classification management and control, and the dual prevention system for hidden danger investigation and management(hereinafter referred to as the dual control system). Both the safety standardization system and the dual control system have their key elements and focus directions. The two systems need to be integrated and constructed, and the respective elements must be decomposed and implemented to reduce the repetitive and invalid work of the enterprise in the construction of the system, so that the safety management and system construction can play a role. Effectively improve the level of enterprise safety management. In the enterprise, through the selection of a key management project to carry out hierarchical management and control and hidden danger investigation and management practice exploration, to achieve system integration. With the model of "project-based management, systematic advancement", the construction of the dual control system is integrated into the daily construction work of the safety standardization system, and a safety control mode suitable for enterprise system management is established, which can comply with "safety standardization" and "dual control system" "The requirements of the construction, to achieve the goal of daily safety management system.
