摘要
本研究从政企合作(Public-Private Partnership,PPP)项目的角度出发,首先运用文献分析和组内访谈设计了契约治理、关系治理和再谈判测量量表,其次通过结构方程模型实证揭示了政府和私营企业之间的契约治理和关系治理之间的作用路径以及契约治理和关系治理对PPP项目再谈判的影响,最终形成了由契约治理和关系治理共同构成的再谈判治理机制。根据讨论结果,契约治理和关系治理对PPP项目再谈判有正向作用,并且关系治理对再谈判的作用更为显著;契约治理对关系治理中的合作具有显著的正向作用;关系治理对契约治理的影响呈现出多元化的作用关系,信任与合作对契约治理为正向作用,而关系维护对合同完备性和适应性为抑制作用。契约的天然不完备性,政府和私营企业对合作关系管理不科学是造成大量PPP项目再谈判失败的主要潜在因素,明晰潜在因素间的作用关系是实现PPP项目再谈判有效治理的根本途径。
Literature analysis and group interviews were used to design the measurement scales for contract governance,relationship governance,and renegotiation.The structural equation model(SEM)was established to confirm the the interaction path between contractual governance and relational governance on PPP renegotiation as well as its impact on the PPP renegotiation.According to the results of the discussion,contract governance and relationship governance have a positive effect on the PPP renegotiations,and relationship governance has a greater effect on renegotiation,Contract governance has a significant positive effect on cooperation in relationship governance,relationship governance has obvious influence on contract completeness and adaptability in contract governance,and relationship maintenance has negative effect on contract completeness and adaptability.
