摘要
为了实现项目预期的费用及进度目标,对项目的费用及进度实施事前管理显得尤为重要。文章基于目前军内国防项目管理的现状,借鉴工业部门以及国外项目的做法,提出了引入挣值管理思想,结合各阶段项目经费的投向投量情况,对项目的进展进行有效监控和评估,并与绩效考核挂钩,提高项目规避风险的能力及项目的完成质量。
To realize the expectant cost and progress of the project,it is important to carry out management for cost and progress in advance.Based on the present condition of our army defense projects management,the text draws lessons from industrial department and foreign practices,putting forward to introduce the thought of Earned Value Management and combining with the amount and allocation of the investment funds,to monitor and evaluate the project effectively,and linked to performance appraisal to improve the competence in avoiding risk and the quality of project completion.
