摘要
港口是“21世纪海上丝绸之路”建设的重要支撑和关键载体。中国参与海外港口建设的首要驱动力,在于港航企业追求商业利益及国际化发展需求,同时也受到国际国内经济大环境变动的重大影响,以及国家发展战略与倡议的有力推动。中国在海外港口建设中追求具有包容性的地缘经济利益,而非排他性的地缘政治利益。从地缘经济的视角来看,港口建设主要受到港口开发潜力、腹地经济环境、区域辐射价值、中国海外利益,以及所在国对“一带一路”的反应等因素的影响。新时期,“海上丝绸之路”沿线地区的港口建设还存在相互竞争激烈、海陆联通能力不足、港口经济深度开发有限等诸多挑战。未来,我们还需要在研判“海上丝绸之路”沿线港口的综合发展潜力基础上进一步明确中国参与港口建设的重点方向。
The port is a key carrier for the construction of the 21 st Century Maritime Silk Road. The primary driving force for China’s participation in overseas port construction comes from the international development needs of port and shipping companies and the pursuit of commercial interests. It has also been affected by changes in the domestic and international economic environment, and promoted by China’s development strategies and initiatives. China pursues inclusive geo-economic interests rather than exclusive geopolitical interests. From the perspective of geo-economics, port construction is mainly affected by factors such as port development potential, host country’s economic environment, regional influence, China’s overseas interests and host country’s response to the Belt and Road Initiative. There are still many challenges in the port development along the Maritime Silk Road, such as intense competition, insufficient land and sea connectivity, limited development of port economy. In the future, it is necessary to further clarify the development potential of the ports along the route and the key direction of China’s participation in port construction.
