摘要
面对全球新一轮“再工业化”趋势,中美两国都面临制造业人力资源短缺的问题。新世纪以来,美国政府重提学徒制,其核心主旨有两个:一是提高就业率以稳定社会;二是为先进制造业的发展提供人力资源。学徒制作为一种传统知识传递模式,可以在最大限度上挖掘难言知识,从而增加整个社会的知识库存,在工业化时代,知识的结构没有发生变化,所以这一功能仍然有效,这也是学徒制存在的内在基础。借鉴美国成功经验,中国也应该加快学徒制的制度建设,使之成为整个人才培养体系中的重要一环,从而助推产业结构升级。
Facing a new round of global"re-industrialization"trend,both the United States and China are facing the shortage of manufacturing human resources.Accordingly,since the beginning of this century,the US government has revisited the apprenticeship system with two core themes:one is to increase the employment rate to stabilize the society,and the other is to provide human resources for the development of advanced manufacturing industries.As a traditional mode of knowledge transmission,apprenticeship can excavate the tacit knowledge to the maximum extent,thus increasing knowledge storage for the whole society.In industrial era,this function is still effective because of the unchanged knowledge structure,which is also the inherent basis for apprenticeship existence.Mirroring from American successful practice,China has been expected to speed up the institutionalization of apprenticeship,making it an important link in the whole talent training chain to boost the upgrading of industrial structure.
