摘要
根据林农获取的项目权益内容,林业碳汇项目权益分配分为四种方式。基于中国农户收入来源结构和DFID可持续生计分析框架理论,从理论层面分析参与林业碳汇项目对林农收入的影响;利用林业碳汇项目的1398户林农数据,通过构建倾向得分匹配模型,对不同林业碳汇项目权益分配方式下的农户收入水平进行实证分析。结果显示:与未参与林业碳汇项目的农户相比,参与林业碳汇项目且同时获取项目林地经营权、林木所有权和部分核证减排量收益权的农户的年均收入增加了0.374万元,因此应该积极促进农户以该种方式参与林业碳汇项目。以增加农户收入为目标,中国的林业碳汇发展应该从以下两个方面进行完善:第一,规范林业碳汇项目开发流程,确保农户对项目开发的知情权;第二,加大向林农宣传碳市场和林业碳汇的力度,降低农户对林业碳汇项目的风险感知水平。
⑴Background——Forestry carbon sink is an important means for China to deal with climate change.As the main operators of collective forest land,forest farmers are also the most important direct participants of forestry carbon sink projects.What impact will participation in forestry carbon sink projects have on the income of forest farmers?⑵Methods——The interests of forestry carbon sink projects include the right to use non-timber forest-based land,forest ownership and the income rights of project emission reductions.According to the project interests of forestry carbon sink acquired by forest farmers,forestry carbon sink projects are allocated in four ways.According to the survey data of 1398 sample farmers in 39 villages in Hubei,Hunan,Hebei and Qinghai provinces,this study compared the income levels of farmers participating in forestry carbon sink projects and non-participating farmers in different ways,by constructing a propensity score matching model.⑶Results——According to the statistics of the Chinese government,the income of Chinese farmers is divided into wage income,agricultural production and operation income,property income and transfer income.As an important natural capital for forest farmers,forest land is one of the sources of their economic income.According to the DFID sustainable livelihood analysis framework theory,the differences in project interests acquired by forest farmers will lead to the differentiation of farmers'natural capital,which will directly or indirectly affect farmers'livelihood strategies,thereby affecting their income sources and income levels.From mode 1 to mode 4 of the distribution of rights and interests of forestry carbon sink projects,the project interests acquired by forest farmers increase in turn,the current economic compensation achieved by farmers gradually decreases,and the transfer of livelihood strategies becomes smaller.However,restricted by factors such as education level and comprehensive labor quality,the transfer of forest land interests by for
