摘要
为使海绵城市建设在面对极端恶劣水生态环境综合灾害时具有更强的自我恢复能力,更加有效地保持城市水生态系统的稳定性,需要将韧性城市理念融入到海绵城市规划建设管理体系中。在梳理海绵城市建设政策脉络的基础上,通过对近年来海绵城市、韧性城市领域的研究文献进行总结,分析相关城市实践项目,归纳与凝练出当前情境下海绵城市建设的理论困境与实践瓶颈,并基于韧性城市理念构建出海绵城市韧性治理模式,将其划分为生态、工程、经济以及社会四个韧性维度,总结出推进海绵城市韧性治理的创新路径。对萍乡、池州两个典型国家级试点城市的实践进行总结与比较分析,以期实现韧性理念与海绵城市建设的有效融合,为后期海绵城市建设与城市可持续性发展提出可行性建议。
In order to make the sponge city construction have stronger self-recovery ability in the face of extremely harsh water ecological environment comprehensive disasters,and more effectively maintain the stability of the urban water ecosystem,it is necessary to integrate the concept of resilient city into the sponge city planning.On the basis of sorting out the policy context of sponge city construction,this article summarizes and condenses the theoretical predicament and practice of sponge city construction under the current situation by summarizing the research literature in the field of sponge city and resilient city in recent years and analyzing related urban practice projects.Based on the concept of resilient city,a sponge city resilience governance model is constructed and divided into four resilience dimensions:ecology,engineering,economy and society,and finally the innovative path to promote the resilience governance of sponge city is summed up.In order to realize the effective integration of resilient concept and sponge city construction,summary and comparative analysis of practices in Chizhou city and Pingxiang city are presented.It puts forward feasible suggestions for the later sponge city construction and urban sustainable development.
