摘要
通过建立健全中欧班列集装箱运输安全隐患库,对集装箱装运的货物安全隐患进行分类和统计,发现中欧班列货物目前存在的主要安全隐患,包括箱体质量不良、货物品名填写不规范、箱内货物装载不良等。隐患发生的主要原因是近年来中欧班列出口货物运量大幅增长,班列的新客户大量增加,客户对铁路安全规定不熟悉,客户装运中欧班列货物所使用的集装箱、装运的货物品类、货物装箱使用的装载方法和加固材料等不符合规定等。因此,一方面要加强客户宣传教育,提高客户安全意识,自觉遵守铁路集装箱运输规定;另一方面,严格执行铁路集装箱运输规章制度和中欧班列安全管理办法,对各项安全隐患提出针对性应对措施,制定现场作业人员的安全检查重点,形成安全闭环管理,保证中欧班列运输安全。
Through the establishment and improvement of the safety hazard database for the container transportation of China-Europe Railway Express, the classification and statistics of goods safety hazards in container shipments were carried out. It is found that the main safety hazards of China-Europe Railway Express include poor quality of containers, irregularities in filling in goods names, and improper loading of goods inside containers. The main reason for the hazards is that in recent years, the volume of export goods on China-Europe Railway Express and the number of new customers of the Express have increased significantly, but the customers are not familiar with railway safety regulations. In addition, the containers used by customers for shipment on the Express, the type of goods to be shipped, the loading methods, and reinforcement materials are not in compliance with the regulations. Therefore, it is necessary to strengthen the publicity to and education of customers, improve their safety awareness, and make them consciously abide by the regulations of railway container transportation.Moreover, the rules and regulations of railway container transportation and the safety management measures of China-Europe Express should be strictly implemented. Targeted countermeasures for various safety hazards shall be put forward, and safety inspection priorities for on-site operators shall be formulated to form closed-loop safety management and ensure the transportation safety of China-Europe Railway Express.
