摘要
推动科技成果转化是加快落实创新驱动发展战略的必然要求,也是实现科学技术与经济社会深度融合的关键。切实有效的政策在科技成果转化过程中的重要地位毋庸置疑,在系统梳理2010—2020年安徽省、江苏省、浙江省与上海市的科技成果转化政策文本的基础上,构建政策工具与政策目标的二维分析框架,同时运用共词分析法对长三角三省一市的科技成果转化政策文本进行可视化分析,并归纳其在政策目标、政策工具以及政策侧重点等方面的异同,最后从完善地方科技成果转化政策的角度提出针对性建议。
Promoting the transformation of scientific and technological achievements is not only an inevitable requirement for accelerating the implementation of the innovation-driven development strategy,but also a key link in achieving the deep integration of science and technology and the economic society.There is no doubt that effective policies play an important role in the transformation of scientific and technological achievements.Based on the systematic review of the scientific and technological achievements transformation policy texts in Anhui,Jiangsu,Zhejiang and Shanghai from 2010 to 2020,a two-dimensional analysis framework of policy tools and policy objectives is constructed.At the same time,the co-word analysis method is used to visually analyze the policy texts on the transformation of scientific and technological achievements in the three provinces and one city of the Yangtze River Delta,summarizing their similarities and differences in policy objectives,policy toolsand policy priorities.Finally,targeted suggestions are put forward from the perspective of improving the policy on the transformation of local scientific and technological achievements.
