摘要
基于政策过程、政策内容和政策组织3个维度,运用内容分析、定量统计等方法,对我国1978—2018年6月国家、部委及省级政府及其组成部门颁布的311部科技成果转化相关政策进行描述、统计与分析,从宏观层面解构中国科技成果转化的政策体系,探寻其历史演进机制与内在机理,总结了中国科技成果转化政策体系建构过程、内容构成及运行样态的基本特质,并对政策体系的3个维度提出相应政策建议。结果发现:中国科技成果转化政策体系的演进遵循了历史性与阶段性相统一、本土化与创新性相结合的基本规律。
Based on the three dimensions of policy process, policy content and policy organization, using content analysis, quantitative statistics and other methods, this paper describes the policies of transformation of scientific and technological achievements promulgated by the government at the national, ministerial and and their constituent departments from 1978 to June 2018. And deconstruct China＇s policy system pro for vincial levels the transfor- mation of scientific and technological achievements from a macro perspective, explore its historical and intrinsic mechanisms, and summarize the basic characteristics of the process, content and operation of China＇s scientific and technological achievements conversion policy system, and then propose corresponding policy recommendations on the three dimensions of the policy system. The study finds that the evolution of China＇s policy system for the transformation of scientific and technological achievements follows the basic principle of combining history with stage, and combining localization with innovation
