摘要
为服务于脱贫攻坚和乡村振兴有效衔接的国家战略需求,探究前人关注较少的脆弱型人地关系地域系统乡村聚落空间演变的特殊规律和乡村聚落重构模式的适应性,文章通过地名分析、聚落斑块分析和实地访谈调查,对半干旱贫困地区通榆县的乡村聚落进行了综合研究。结果表明:通榆县乡村聚落于清末东北开禁放垦后兴起,民国和改革开放前聚落数量快速增长;近30年乡村聚落规模增长速度逐渐放缓;精准扶贫政策实施前乡村聚落内部空间更新极其缓慢,之后国家政策和政府外力干预成为其空间优化的主动力,易地扶贫搬迁工程重构了部分乡村聚落,产生了多方面的正面效应。但是,该地区仍面临人口继续流失、人口逐渐老龄化、聚落空心化覆盖面广且程度深等困境,产业发展是乡村振兴阶段仍要着重解决的问题。
This paper focuses on the spatial evolution and restructuring of rural settlements in semi-arid and povertystricken area to serve the national strategic needs of the effective connection between poverty alleviation and rural revitalization.It also explores specific laws of the spatial evolution of rural settlements and the adaptability of rural settlement restructuring model in the fragile man-land areal system.The rural settlements in Tongyu County were studied comprehensively by the means of toponym analysis,patch analysis of settlement and field survey.The following results were found that:Due to the land reclamation of the Han ethnic group,rural settlements in Tongyu County sprang up at the end of the Qing Dynasty,and their numbers increased rapidly before the Republic of China and the reform and openingup.In the past three decades,the growth rate of rural settlement space has gradually reduced.The internal spatial improvements of rural settlements in Tongyu were extremely slow before the implementation of targeted poverty alleviation policies.The national policy and government intervention are the main forces driving the space optimization of rural settlements,especially the project of poverty alleviation by relocation(PAR),which has reconstructed many rural settlements and produced many positive effects.However,Tongyu County still faces the dilemma of population loss and the aging of residents,and the wide and deep hollowing of rural settlements.The development of industries is fundamental to the success of its rural revitalization.
