摘要
目的:分析国内2016-2020年中医类医院卫生资源配置的公平性。方法:对2016-2020年中医类医院卫生资源配置现状进行描述性分析,并通过泰尔指数、基尼系数分析其配置公平性。结果:2020年底,中医类医院数、实有床位数、卫生技术人员数、中医执业(助理)医师数、注册护士数比2016年分别增加29.03%、31.25%、31.77%、42.24%、37.83%。2016-2020年,全国每万人口5个指标的基尼系数均处于公平状态。4个地区资源配置差异性较大,区域间中医类医院资源配置最大差距贡献率为34.99%,小于区域内最小差距贡献率。结论:中医类卫生资源区域配置公平性需要进一步提升,地区中医类医院卫生人力资源发展差异明显。各地区扩大中医类医院规模的同时,应加强中医内涵和特色建设,优化中医药医疗资源配置,进一步提高中医服务水平。
Objective:To analyze the equity of TCM health resources allocation in China from 2016 to 2020.Methods:A descriptive analysis was conducted on the current situation of health resource allocation in TCM hospitals in China from 2016 to 2020,and the equity of allocation was analyzed by Theil index,Lorenz curve and Gini coefficient.Results:By the end of 2020,the number of TCM hospitals in China was 5482,with 1,148,135 beds,1,121,116 health technicians,682,770 TCM practitioners(assistants)and 506,394 registered nurses,increased by 29.03%,31.25%and 31.77%compared with 2016 respectively.42.24%,37.83%;From 2016 to 2020,the Gini coefficient of hospitals,available beds,health technicians,TCM practitioners(assistants)and registered nurses for every 10,000 people in China was absolutely fair.The index of registered nurses in health resources of TCM hospitals in China is the lowest,and the fairness of resource allocation is the best,followed by health technicians,actual beds,TCM practitioners(assistants),and hospitals.There is a large difference in resource allocation among the four regions.The contribution rate of the maximum gap in resource allocation of TCM hospitals between regions is 34.99%,which is smaller than the contribution rate of the minimum gap within the region.Conclusion:The regional allocation of TCM health resources in China is unfair,and the development of health human resources in TCM hospitals in China is obviously different.Regional fairness of population should be taken into account.While expanding the scale of TCM hospitals in each region,the connotation and characteristic construction of TCM should be strengthened,the allocation of TCM medical resources should be optimized,and the service level of TCM should be further improved.
