摘要
建立、健全卫生法学学科体系,是加强公共卫生法治建设的迫切需要,也是培养卫生法治人才的重要前提。从长远来看,完善的卫生法学学科体系对国家公共安全和生物安全有着重要意义,是国内法与国际法衔接的关键步骤,对全面实施健康中国战略、推动构建人类卫生健康共同体具有重要价值。但我国卫生法学的学科建设还有许多问题亟待解决,如学科归属不明确,人才培养模式不清晰,学生职业发展不明确。鉴于此,建议应从明确学科属性、加强基础理论研究、规范人才培养方式、明确学生职业路径等方面进行卫生法学的学科建设。
Establishing and improving the discipline system of health law is an urgent need to develop the rule of law in public health and an important prerequisite for cultivating health law talents.In the long run,a sound discipline system of health law is of great significance to national public security and biosecurity.As a key step in connecting domestic law and international law,the discipline system is important for fully implementing the Healthy China 2030 Plan and building a community of common health for mankind.However,there are still many problems to be solved in the discipline construction of health law in China.For example,the subject attribute of health law has not been defined,the talent training model has not been clarified,and the career development of students has not been determined.This paper suggests that the discipline construction of health law be carried out from the aspects of clarifying subject attribute,strengthening basic theoretical research,standardizing talent training methods,and determining students’career paths.
