摘要
为促进中小科技企业创新,我国于2011年和2016年开展了两批“促进科技和金融结合试点”。本文从市场和政府“双轮驱动”的视角,深入微观层面解析该试点政策影响中小科技企业创新的内在机制,并基于新三板挂牌中小科技企业数据,采用DID方法评估该试点政策的实施效果。研究发现,试点政策通过政府和市场的结合提升了金融资金和政府资金对中小科技企业创新的促进作用:相比于非试点城市中小科技企业,试点城市中小科技企业未来一期和未来二期的创新产出均经历了更大幅度的提高;该试点政策对成长期和民营中小科技企业技术创新的影响尤为显著。研究还发现,试点政策在显著提高中小科技企业创新数量的同时,对其创新质量并无显著影响,需要进一步改进政策设计。本文为进一步完善和推广“促进科技和金融结合试点”政策提供了重要参考。
In order to promote the innovation of technological SMEs, China launched two batches of“the pilot policy of combining science and technology with finance”in 2011 and 2016.From the perspective of“two-wheel drive”of the market and the government, this paper deeply analyzes the internal mechanism of the pilot policy affecting the innovation of technological SMEs at the micro level, and evaluates the implementation effect of the pilot policy using DID method based on the data of Chinese NEEQ-Listed technological SMEs.The result indicates that the pilot policy enhanced the role of financial funds and government funds in promoting the innovation of technological SMEs through the combination of government and market.Compared with those located in non-pilot cities, the innovation output of technological SMEs located in pilot cities has experienced a greater increase in the next and the next two periods.The positive effect of pilot policy is more obvious in young and privatet companies.This study also found that the pilot significantly improved the number of technological SMEs’ innovation, but had no significant impact on their innovation quality, which requires further improvement in policy design.This paper provides an important reference for the improvement and promotion of“the pilot policy of combining science and technology with finance”.
