摘要
加快推动岳阳市产业结构转型升级势必带来生产力布局的变化,形成新的就业结构。本文以三次产业增加值及就业数据为依据,基于产业结构偏离度、就业弹性、协调性系数,对岳阳市产业结构与就业结构变动及其相关性进行实证分析。分析发现,岳阳市产业发展与人口就业发展不均衡,存在产业结构拉动效应不强、就业结构均衡性不够、劳动力素质有待提高等问题,对此,在第一产业上应积极扶持“弱势产业”,对内消化与对外转移并重;在第二产业上应大力调整工业结构,劳动密集型与资金和技术密集型并重;在第三产业上应加快发展现代服务业,产业规模扩张与就业创造并重,从而推动产业发展与人口就业的良性互动。
Accelerating the transformation and upgrading of Yueyang’s industrial structure is bound to bring changes in the layout of productivity and form a new employment structure.Based on the added value of three industries and employment data,and based on the deviation degree of industrial structure,employment elasticity and coordination coefficient,this paper makes an empirical analysis on the changes and correlation between industrial structure and employment structure in Yueyang City.It is found that Yueyang’s industrial development and population employment development are unbalanced,and there are some problems,such as weak pulling effect of industrial structure,insufficient balance of employment structure,and labor quality to be improved.For this,we should actively support "weak industries" the primary industry and pay equal attention to internal digestion and external transfer.In the secondary industry,we should vigorously adjust the industrial structure,pay equal attention to labor-intensive and capital and technology intensive.In the tertiary industry,we should speed up the development of modern service industry,pay equal attention to industrial scale expansion and employment creation,so as to promote the benign interaction between industrial development and population employment.
