摘要
我国职前教师教育外部质量保障体系面临着诸多发展困境,对其进行有效调整,是保障并提高我国师资培养质量的关键。日本职前教师教育外部质量保障体系在结构上包括“办学资质认可”“办学水平评估”和“社会认可度评价”三大环节,在运转过程中呈现出“设计的‘柔性化’”“主体的‘层级化’”“标准的‘专业化’”“对象的‘全面化’”“措施的‘制度化’”等特点。日本职前教师教育外部质量保障体系在高水平师资培养方面发挥着重要作用。借鉴日本相关经验,我国职前教师教育外部质量保障体系的调整应该:制定职前教师教育外部质量保障标准、优化职前教师教育外部质量保障结构、营造职前教师教育外部质量保障文化、确立职前教师教育外部质量保障规范。
The development of the external quality assurance system of pre-service teacher education in China is faced with many difficulties, and to make effective adjustments is the key to guaranteeing and improving the quality of teacher training in China. The external quality guarantee system of pre-service teacher education in Japan includes three major parts in structure: “accreditation of school-running qualifications”, “evaluation of school-running level” and “evaluation of social recognition”. In the process of operation, the following characteristics should be shown: “flexibility” in design, “hierarchy” in subject, “professionalization” in standard, “generalization” in object and “institutionalization” in measure and others. The external quality guarantee system of pre-service teacher education in Japan plays an important role in the training of high-level teachers. Drawing on the relevant experience of Japan, the construction of the external quality guarantee system of pre-service teacher education in China should formulate the quality guarantee standard of pre-service teacher education, optimize the quality guarantee structure of pre-service teacher education, create the quality guarantee culture of pre-service teacher education, and establish the quality guarantee norm of pre-service teacher education.
