环境规制视阈下长三角区域物流产业效率研究 被引量:3

摘要 当前物流迅速成长壮大的同时给资源环境带来巨大压力,能源消耗强度大,技术与管理水平低下是导致物流业环境污染日益加剧的最主要原因。文章从环境规制视阈出发,对长三角16个核心城市物流业2010~2019年投入产出面板数据进行测度分析,并对其绿色全要素生产率进行评价。结果表明:10年内长三角整体物流业绿色生产率水平有所提高,各分解指标也均处于上升态势,但各市在研究年份均未达到生产前沿面,技术效率与规模效率上均有继续改善空间。分省域看,两省一市物流绿色效率表现出浙江>江苏>上海。有鉴于此,各地政府需重视环境规制在长三角物流业发展中的积极作用,加大物流创新投入,引导鼓励物流业绿色运营技术创新,探索长三角一体化协同发展路径,共同营造高效、绿色的物流运作环境。 At present,the rapid growth of logistics brings great pressure to resources and environment.High energy consumption intensity and low technology and management level are the main reasons for the increasing environmental pollution of logistics industry.From the perspective of environmental regulation,this paper measures and analyzes the input-output panel data of logistics industry in 16 core cities in the Yangtze River delta from 2010 to 2019,and evaluates its green total factor productivity.The results show that the green productivity level of the overall logistics industry in the Yangtze River delta has improved in 10 years,and all decomposition indicators are also in an upward trend,but all cities have not reached the production frontier in the research year,and there is room for continuous improvement in technical efficiency and scale efficiency.By province,the logistics green efficiency of two provinces and one city shows Zhejiang>Jiangsu>Shanghai.In view of this,local governments should pay attention to the positive role of environmental regulation in the development of logistics industry in the Yangtze River delta,increase investment in logistics innovation,guide and encourage green operation and technological innovation of logistics industry,explore the path of integrated and coordinated development of the Yangtze River delta,and jointly create an efficient and green logistics operation environment.
