摘要
物资储备作为应急管理体系重要一环,在突发性灾害事故中发挥着重要作用。当前应急物资储备体系机制仍有相当大的改进空间。文中首先基于SWOT框架从四个方面对当前应急物资储备体系现状进行阐述,然后在此基础上利用AHP模型对促进和限制应急物资储备发展的因素进行筛选,最后根据AHP模型的因素影响运算结果,提出在保持自身优势前提下,必须进一步从应急产能、储备模式、种类数量、储运机制等方面进行针对性改进的建议,以期为我国应急物资储备管理实践提供参考。
As an important part of emergency management system,material reserve plays an important role in sudden disasters.At present,there is still considerable room for improvement in the system and mechanism of emergency material reserve.Based on the SWOT framework,this paper first elaborates the current situation of emergency material reserve system from four aspects,and then uses AHP model to screen the factors that promote and limit the development of emergency material reserve.Finally,according to the calculation results of AHP model,it is proposed that under the premise of maintaining its own advantages,it is necessary to further improve the emergency production capacity,reserve mode,type and quantity,storage and transportation,etc.so as to provide a reference for China s emergency material reserve management practice.
