摘要
如何对政策目标对象进行有效动员,是当前基层治理现代化建设过程中必须面对的议题。从乡村治理的历时视角看,“强干预式政策动员”是实现农户参与的主流过程。根据不同的乡村治理情境,政策动员存在着强度差异。结合个案分析与“柔性治理”理论,柔性政策动员尝试在理论层面对政策动员运作的类型学形成补充,其目标是实现农户的自主参与,基础是多元主体构成的行动网络,核心是动员策略的非强制性。独龙江乡的实践表明,在较弱执行压力与较强运作阻力的情境下,动员主体的强干预特性受到约束。基层政权、地方精英与普通农户形成了目标一致、行动各异的动员分工,共同构成责任有限、功能互补的行动网络。在此基础上,动员主体通过多元话语共意与互动关系软化实现柔性政策动员,进而在现实层面为实现乡村治理有效提供一种可能。
How to effectively mobilize the policy-targeted audience is an issue that must be solved in the current modernization process of grassroots governance. From the diachronic perspective of rural governance, “policy-based mobilization with strong intervention” is the mainstream process of the farmers' participation. According to different rural governance situations, there are differences in the intensity of policy-based mobilization. Based on the theory of “flexible governance” and case studies, the flexible policy-based mobilization aims to supplement the typology of policy-based mobilization at the theoretical level, expects the realization of the farmers' voluntary participation based on the action network composed of multiple subjects, and the core is the non-compulsory mobilization strategy. The case study of the black cardamom industry in Dulongjiang Township reveals that in case of weak executive pressure and strong operational resistance, the strong intervention characteristic of the subject involved in mobilization is constrained. The grassroots government, local elites and ordinary farmers have formed a division of labor concerning mobilization with the same goals and different actions, which have combined to constitute an action network with limited responsibilities and complementary functions. On this basis, the subject of mobilization will realize flexible policy-based mobilization through multi-discourse consensus and mild interactions, which in reality provides a possibility for the effective implementation of rural governance.
