摘要
本文围绕马克思主义民主观中国化这一问题展开探讨,对马克思民主理论与中国的全过程人民民主及人民代表大会制度的构建发展之间的关联、映照和互动进行分析,尝试揭示马克思民主理论在中国的实践状况。具体包括在分析马克思民主观主要内容及其与西方代议民主的理论分野基础上,提出马克思民主观为我国发展全过程人民民主提供了理论渊源,并指出马克思关于普通劳动者参与政权、“议行合一”、罢免监督等理论要素深刻影响了人民代表大会制度的创建和发展。同时,在人民代表大会制度的运行和发展过程中,强化人大常委会职责,修正“议行合一”,密切代表与选民的联系等是对马克思主义民主理论因地制宜的调试和发展。
Centering on the issue of the sinicization of the Marxist view of democracy, this paper analyses the relationship and interaction of the Marxist theory of democracy, the whole-process people’s democracy, the system of People’s Congresses in China, with the aim of revealing the practice of Marx’s democratic theory in China.Based on a review of Marx’s view of democracy and its difference from the traditional theory of representative democracy, this paper argues that Marx’s view of democracy has provided a theoretical source for the wholeprocess people’s democracy in China, meanwhile Marx’s theoretical elements, such as the participation of ordinary workers in the political power, the combination of legislature and administration, and the supervision of deputies, have profoundly influenced the establishment and development of the system of People’s Congresses in China. At the same time, the Marxist democratic theory has been adjusted to Chinese conditions in various ways, including the establishment of the standing committee of the people’s congress, the combination of legislature and administration, and the closer connection of the deputies with voters.
