摘要 碑刻是中国传统社会记录、传达信息的一种重要载体,是民间文献的重要组成部分。湘西清代、民国村规民约碑刻有32通,涵盖保障人身权利、保护财产安全、维护公共秩序等方面的内容,展现了湘西村规民约碑刻的三个特征:内容丰富,以保护山林经济为核心;制定主体众多,地方精英引领;民间规约与地方律令相结合,约束力强。村规民约是湘西民众在长期的生产生活实践中积累下来的协调人际关系、处理社会问题的民间智慧,对当今多民族地区的社会治理具有借鉴意义。 Inscriptions is an important carrier for recording and conveying information of traditional Chinese society, and also an important part of folk literature. There are 32 stele inscriptions on village rules and regulations of the Qing Dynasty and Republic of China in western Hunan, covering the protection of personal rights, the protection of property safety, the maintenance of public order and many other aspects, showing the three characteristics of village rules and regulations in western Hunan. Firstly, rich in contents, centering on the protection of forest economy. Secondly, there are many main bodies of enactment, led by local elites. Thirdly, folk regulations and local laws combine, binding force strong. Village rules and regulations are folk wisdom accumulated in the long-term production and life practice of people in western Hunan to coordinate interpersonal relations and deal with social problems, which can protect personal and property safety, maintain social security;regulate the behavior of villagers and maintain public order;persuade and educate and maintain social morality. It can be used as a reference for the social governance in today’s multi-ethnic areas.
