摘要
农村集体产权制度改革中股权配置的目标是突破集体经济组织股权流动的封闭性,为后续股权流动创造条件。基于昆明市27个村庄的实地调研,重点关注股权设置、股权管理模式、成员增减后的股权管理模式以及股权流转等方面的实践对集体经济组织封闭性与开放性的影响。实践证明,集体经济发达程度是影响股权量化和分配具体方式选择的重要因素,而这也直接会对集体经济组织封闭性和开放性形成产生影响。现阶段,股权还是作为身份权利呈现,但未来将逐渐发挥其经济权利的功能。因此,以注重经济属性为基础的开放性的集体经济组织将会成为未来发展的方向。
The goal of equity allocation in the reform of the rural collective property rights system is to realize equity mobility,break through the closed nature of equity mobility of collective economic organizations,and create conditions for subsequent equity flows.Based on field surveys in 27 villages in Kunming,the focus is on the impact of equity management mode,equity configuration,management mode after the death of members,and circulation on the closeness and openness of collective economic organizations.Practice has proved that the degree of collective economic development is an important factor influencing the selection of specific methods of equity quantification and allocation,and this will directly affect the formation of the closedness and openness of collective economic organizations.At this stage,equity is still presented as an identity right,but it will play its role as an economic right in the future.Therefore,the openness of collective economic organizations based on economic attributes will become the direction of future development.
