摘要
乡土文化的传承和乡村公共文化服务的高质量发展是乡村文化振兴的重点。乡土文化作为乡村社会内生型的文化样态产生于农耕社会,在乡村社会现代转型的背景下开始逐步衰退,基层政府在推动乡土文化传承的过程中容易陷入逐利状态并使乡土文化与农民产生分割,使乡土文化的本真性被遮蔽且难以活化;乡村公共文化服务是政府文化治理的载体,随着政府投入的增多而不断提升供给水平,但在供给过程中会出现供给方式单一、供给质量不高、供给保障弱化等问题。针对这些问题,可以建构乡土文化与乡村公共文化服务协同的文化振兴发展模式,将乡土文化资源纳入公共文化服务的支持范畴,使乡土文化得到可持续传承和活化,也使乡村公共文化服务更加开放,实现供需的匹配。为了保障乡村文化振兴协同模式的效能,还需加强基层政府的基础能力建设、村庄社区的共同体建设以及农民群体的思想道德建设。
The inheritance of rustic culture and the high-quality development of rural public cultural services are the focus of rural cultural revitalization. As an endogenous cultural form of rural society,rustic culture originated in the agricultural society and began to decline gradually under the background of the modern transformation of rural society. In the process of promoting the inheritance of rustic culture,the local governments tend to seek profits,resulting in the separation of rustic culture and farmers,which covers the authenticity of rustic culture,making it difficult to revive. As the carrier of cultural governance,rural public cultural service is continuously improving supply with the enhancement of governmental investment. But in the supplying process,there are some problems such as insufficient supply mode,poor supply quality and weakening supply guarantee. It is suggested that to address the problems,county and township governments and village level organizations should be empowered to establish a cultural revitalization and development model of synergy between rustic culture and public cultural services,bringing rustic cultural resources into the support scope of public cultural services,making rustic culture inherited and come to life,and rural public cultural services more open to match supply with demand. To ensure the effectiveness of the cooperative mode of rural cultural revitalization,it is necessary to strengthen the basic capacity of local governments,the development of village communities and the ideological and moral education of farmers.
