摘要
伴随着社会治理的兴起,形成了类型多样、数量繁多的社会治理评估。目前,中国社会治理场域处于结构转型的动态发展过程中,社会治理场域范畴不断调整扩大,社会治理场域行动共同体逐步形成,社会治理场域运行机制发生了转变。而社会治理评估发展滞后于社会治理场域转型速度,导致社会治理评估范围定位不精准,社会治理评估公众参与度不足,社会治理评估进路存在偏差,社会治理评估方式低效等问题出现。本文在反思现有社会治理评估的基础上,从社会治理的范围、主体、指标、方式等基本路径出发,提出了重塑中国社会治理评估的建议。
With the rise of social governance,various types of social governance assessments have been formed.The social governance field in my country is in the dynamic development process of structural transformation.The scope of the social governance field is continuously adjusted and expanded,the social governance field action community is gradually formed,and the operating mechanism of the social gov⁃ernance field has changed.At present,the development of social governance assessment lags behind the transformation of the social governance field,resulting in inaccurate positioning of the scope of social governance assessment,insufficient public participation in social governance assessment,deviations in social governance assessment approaches,and inefficient social governance assessment methods.On the basis of reflecting on the existing problems of social governance assessment,starting from the scope,sub⁃ject,indicators,methods and other basic paths of social governance,it puts forward suggestions for re⁃shaping my country’s social governance assessment.
