摘要
文中基于新疆1029户棉农的实地调查数据,采用内生转换回归模型(ESR),实证检验了棉农参与农膜回收行动的影响因素及对其收入水平的影响。研究结果表明:1)棉农参与农膜回收行动的农业毛收入比没有参与的棉农提高了0.488,提高比例为22.57%。2)兵团职工参与农膜回收行动的农业毛收入比没有参与的职工高0.513,提高比例为24.20%。3)受教育程度、对农膜回收政策的了解程度、认为农膜回收所花的资金、村干部的支持程度、政府对不合理处置农膜行为处罚的合理程度、政府有关农膜回收的示范等变量皆对棉农参与农膜回收行动有显著正向影响。4)对于参与农膜回收的棉农而言,棉花种植面积、是否加入合作社和规制政策的了解程度对其农业毛收入有显著影响。5)异质性估计结果表明,兵团职工参与农膜回收行动的积极性更大。在此基础上,提出完善农膜回收政策实施细则、发挥专业合作社的组织示范作用、创新农膜回收规制的宣传方式等政策建议。
Based on the field survey data of 1029 cotton farmers in Xinjiang, the Endogenous Conversion Regression Model(ESR) was used to empirically test the factors affecting cotton farmers′ participation in agricultural film recycling activities and their impact on their income levels. The results of the study showed that: 1)The gross agricultural income of cotton farmers who participated in the film recycling campaign increased by 0.488 compared with those who did not participate, their income increased by 22.57%. 2)The gross agricultural income of the workers participating in the agricultural film recycling operation was 0.513 higher than that of the workers not participating, with an increase of 24.20%. 3)Education level, understanding of agricultural film recycling policies, the amount of funds considered for agricultural film recycling, the degree of support from village officials, the reasonable degree of government punishment for unreasonable disposal of agricultural film, and the government′s demonstration of agricultural film recycling, those variables had significantly positive impacts on participation in agricultural film recycling activities. 4)The cotton planting area, whether to join a cooperative, and the degree of understanding of regulatory policies had significant impact on cotton farmers′ agricultural gross income. 5)The heterogeneity estimation results show that the employees of the corps were more active in participating in the agricultural film recycling. On this basis, this article proposes some suggestions: improving the implementation details of the agricultural film recycling policy, playing the organizational demonstration role of professional cooperatives, and innovating the publicity methods of agricultural film recycling regulations.
