摘要
药品集中采购政策的实施有助于社会医药资源的合理配置、规范医疗机构和医生的诊疗行为、降低药品价格、减轻患者的就医负担,并能够降低医保资金支出的过快上涨带来的医保基金压力。基于河南省药品集中采购政策的实施现状,从利益相关方的角度分析药品集中采购流程中的四个阶段,总结药品集中采购政策实施对政府机构及相关部门、医疗机构和医生、医药企业和患者等方面的影响效应,最终得出要健全政府宏观治理与市场调节相结合的药价形成机制,调动各相关方参与集中采购的积极性;建立规范良好的药品流通秩序,完善“带量采购”和“两票制”改革;推进并完善DRG付费改革,健全对药品集中采购政策实施的监督管理机制,来共同实现药品集中采购政策的目标。
The implementation of the centralized drug purchase system helps to standardize the medical institutions and doctors'diagnosis and treatment behavior,save the medical resources,reduce the burden of patients'medical treatment and reduce the pressure caused by the rapid rise of medical insurance funds.Based on the current situation of the implementation of the centralized drug purchase policy in Henan Province,this paper analyzed the four stages of the centralized drug purchase process from the perspective of stakeholders,summarized the impact of the implementation of the centralized drug purchase policy on government agencies and relevant departments,medical institutions and doctors,pharmaceutical enterprises and patients,and finally concluded that the government's macro gover-nance and market regulation should be improved.Combined with the drug price formation mechanism,we should mobilize the enthusiasm of all relevant parties to participate in the centralized purchase;establish a standardized and good drug circulation order,improve the reform of"purchasing with quantity"and"two vote system";promote and improve the DRG payment reform,improve the supervision and management mechanism for the implementation of the drug centralized purchase policy,so as to jointly achieve the goal of the drug centralized purchase policy.
