基于用地规划的污染地块修复多目标优化研究 被引量:9

摘要 本研究构建了一个基于再开发的污染地块修复环境与社会经济多目标优化决策方法,并以华北某大型污染地块开展实证研究.结果显示:调整用地规划布局,采用第二类用地修复治理标准(GB3660-2018)可使修复方量降低62.5%,同时降低修复的环境影响;其次,基于多目标优化调整的用地规划和修复技术,使修复成本分别降低28.3%、27.4%,而优化土地开发强度使收益同期增长24.3%,并能兼顾多重社会可持续目标.最后,对多目标优化的盈亏平衡分析显示,提高用地开发强度所增加的土地收益高于同期增加的修复成本,达到一定的土地开发强度方能实现地块修复与再开发的盈亏平衡.因此,通过地方政府、社会公众、污染责任方和土地开发商等利益相关方分析,构建的污染地块修复多目标优化策略可综合平衡不同利益相关方的权力和资本关系,提升修复的环境和社会经济效益,实现绿色可持续的修复与再开发. A decision-making strategy based on multi-objective optimization of the environment and social economy for the remediation of redeveloped contaminated site was constructed in this study,and a case study was carried out on the basis of this novel approach.The results reveal that:the remediation volume could be reduced by 62.5%through land use planning adjustments following the Class II Land remediation standards(GB3660-2018),which will decrease the environmental adverse effects;After multi-objective optimization of the land use planning and remediation strategies,the remediation cost could be reduced by 28.3%and 27.4%,respectively.Furthermore,the optimization of land-use intensity could increase the income by 24.3%while taking multiple social sustainable goals into account simultaneously.The break-even analysis of multi-objective optimization show that the increase in land revenue by elevating the land-use intensity would be higher than that of the remediation cost,and the break-even point will be achieved only when a certain degree of land-use intensity was reached.The multi-objective optimized remediation strategy balanced the powers and capital relations of different stakeholders(including the local government,the public,site owners,and the land developers)and ensured both environmental and socio-economic benefits of remediation,aligning well with the green and sustainable remediation and redevelopment goals.
