摘要
2021年4月,全国职业教育大会提出了建设技能型社会的新战略。作为推动技能人才评价制度改革的重要抓手,1+X证书制度的实施有利于增强职业教育、职业院校和技能人才的适应性,彰显职业教育的类型特征。试点启动以来,在完善政策制度、扩大证书覆盖面、提升试点参与度和推动教学改革等方面取得了明显成效,但仍存在顶层制度设计有待完善、工作机制亟须优化、监督管理不到位、书证融通效果不明显等问题。提升制度改革效能,需要加强统筹,凝聚部门合力;协同推进,落实制度设计;完善机制,保障证书质量;书证融通,推进院校教学改革;坚守初衷,助力学生成长成才。
In April 2021, the National Conference on Vocational Education proposed a new strategy for building the skills-based society. As an important grip to promote the reform of the evaluation system for skilled personnel, the implementation of 1+X certificate system is conducive to enhance the adaptability of vocational education, vocational colleges and skilled talents, and highlighting the type characteristics of vocational education. Since the pilot work was launched, remarkable achievements have been made in consummating policies and systems, expanding certificate coverage, increasing participation of pilot work and promoting teaching reform. However, there are still some problems, such as the top-level design of the system needs to be improved, the working mechanism needs to be optimized,the supervision and management are inadequate, and the integration effect of documents and certificates is not obvious. In order to improve the efficiency of system reform, it is necessary to strengthen macro coordination, and unite the efforts of departments;coordinate the promotion, and implement the system design;consummate the mechanism, and ensure the quality of certificates;promote the integration of documents and certificates, and improve teaching reform in colleges;stick to the original intention, and promote students grow into talents.
