摘要
运用文献资料法、案例分析法、比较分析法,对英国青少年体育整体性治理的实践探索进行梳理,认为其经验主要包括搭建青少年体育整体性治理的政策框架、强调政府多部门协同参与青少年体育整体性治理、注重社会组织在青少年体育整体性治理中的作用发挥、引导市场组织积极介入青少年体育整体性治理等。启示我国不仅要完善政府多部门参与青少年体育治理的协同机制,还要明晰政府与社会组织、市场组织等多元主体在青少年体育发展中的权责边界,建立积极的合作伙伴关系,进而打造青少年体育的善治格局。
Using the methods of literature,case analysis and comparative analysis,we combs the practical exploration of the overall governance of youth sports in UK,and holds that its experience mainly includes building policy framework of the overall governance of youth sports,emphasizing collaborative participation of multiple government departments in the overall governance of youth sports,paying attention to the role of social organizations in the overall governance of youth sports,and guide market organizations to actively intervene in the overall management of youth sports.It is enlightening that China should not only improve coordination mechanism of government multi departments participating in youth sports governance,but also clarify the rights and responsibilities boundary of government,social organizations,market organizations and other multi subjects in youth sports development,establish positive partnership,and then create good governance pattern of youth sports.
