摘要
政策价值取向话语是政策价值取向理论的语言符号表达。“一切为了群众”作为群众路线政策模型的根本出发点,为中国特色政策价值取向提供了重要的理论话语指导和实践话语依据。通过不同政策目标的确立与调整,推动政策过程运行是政策价值取向实现的内在机理。立足于中国政策实践特色,在马克思主义政策价值取向理论话语指导下,批判地借鉴西方政策价值取向理论话语,实现公平与效率、先富与共富、长远利益与现实利益动态平衡,是实现新时代以人民为中心的政策价值取向话语的路径选择。
Policy value orientation discourse is the linguistic symbol expression of policy value orientation theory.As the basic starting point of the mass line policy model,"everything for the masses"provides important theoretical discourse guidance and practical discourse basis for the policy value orientation with Chinese characteristics.Through the establishment and adjustment of different policy objectives,promoting the operation of policy process is the internal mechanism of the realization of policy value orientation.Based on practice characteristic of Chinese policy and guided by value orientation theory discourse of Marxist policy,a critical reference to theory discourse of western policy value orientation to reach the dynamic balance between fairness and efficiency,the earlier rich and the common rich,long-term interests and the realistic benefits is the realization of people-centered policy value orientation words path choice in the new era.
