摘要
共青团是我国青年团体的群团组织,在基层社会中具有广泛性与支撑性,因而具备参与基层治理的可行性。同时,基层治理的复杂性对共青团的参与能力提出了挑战。文章基于共青团基层治理参与,结合当前基层治理需求,分析组织参与治理的现实状态,剖析参与状态特征,探究问题显现的原因。从而梳理出共青团参与基层治理的逻辑,力图改善组织的脱嵌及功能错位,从四个路径柔性融入基层治理,优化组织功能,促进共青团自身的发展,为加强基层社会治理、完善治理机制提供助力。
The Communist Youth League is a mass organization of youth groups in China.It has universality and support in the grass-roots society,so it has the feasibility of participating in grass-roots governance.At the same time,the complexity of grass-roots governance poses a challenge to the participation ability of the Com-munist Youth League.Based on the participation of the Communist Youth League in grass-roots governance,this paper analyzes the actual state of the organization’s participating in governance,combined with the current needs of grass-roots governance,analyzes the characteristics of the participation state,explores the causes of the prob-lems,combs the logic of the Communist Youth League’s participation in grass-roots governance,tries to im-prove the organization’s decoupling and functional dislocation,flexibly integrates into grass-roots governance from four paths,and optimizes the organization’s function,promotes the development of the Communist Youth League itself and provides assistance for strengthening grass-roots social governance and improving governance mechanisms.
