摘要
基于数字要素属性的变化,聚焦中国政府数字化转型的逻辑。数字呈现为“作为工具”和“作为资源”两种属性,进而可以构建“数字激励结构”的解释框架。在不同类型的数字激励结构下,地方政府有其对应的组织性和技术性调适行为。在工具型激励结构下,政府数字化逻辑是工具性定位的顶层建构与层次扩散、从“不适应”到“适应”的关系磨合和从“无中生有”到“内外兼修”的应用增长。而资源型激励结构下的数字化逻辑则演变为组织为轴以衔接数据与要素、节点对冲下的数据共享和基于技术平台的去分散化。数字政府建设的核心在于属性匹配,未来应以数字的资源属性为中心形成与之匹配的数字体系和制度设计。
Based on the changes in the attributes of digital elements,the article focuses on the logic of the digital transformation of the Chinese government.Digital elements are presented with two properties,“as tools”and“as resources”.Based on stimuli such as digital attributes and the national digital orientation,an explanatory framework for the“digital incentive structure”can be constructed.Based on the 15-year microscopic practice of City J,this paper finds that with different types of digital incentive structures,local governments have their corresponding organizational and technical adjustment behaviors.With the tool-based incentive structure,the logic of government digitalization can be summarized as the top-level construction and hierarchical diffusion of instrumental positioning,the running-in relationship from“inappropriate”to“adaptive”,and the application growth from“creating something out of nothing”to“cultivating both internal and external merits”.The digital logic with the resource-based incentive structure has evolved into an organization as the axis to connect data and elements,data sharing under node hedging,and decentralization based on technology platforms.The core of digital government transformation lies in attribute matching.In the future,a digital system and institutional design should be formed by centering on the resource attributes of digital elements.
