摘要
基于2008-2017年267个地级市的面板数据,将长江经济带发展战略视为准自然实验,使用合成控制法,从经济发展和环境保护两个维度评估了长江经济带发展战略的政策效果,结果表明:(1)该政策使长江经济带GDP增加了16.7%。上游城市GDP增加最多,中游城市次之,下游城市最小。(2)通过产业结构升级和科技进步等机制,改善了长江地区空气质量,减少了36.8%的工业废气排放。(3)未能显著改善长江水质。在政策实施期间,存在工业废水排放量增加、水体溶解氧下降的现象。因此,应在兼顾经济发展的同时,更加注重对长江水体污染的防控,建立多维度、全覆盖的环境污染评定体系,实现长江经济带的绿色发展。
Based on the panel data of 267 prefecture level cities from 2008 to 2017, this paper takes the development strategy of the Yangtze River Economic Belt as a quasi natural experiment, and evaluates the policy effect of the development strategy of the Yangtze River Economic Belt from two dimensions of economic development and environmental protection by the composite control method. Results show that the policy has increased the GDP of the Yangtze River Economic Belt by 16.7%. Upstream cities had the largest increase in GDP, followed by mid-stream cities and the smallest increase in downstream cities. Through industrial structure upgrading and scientific and technological progress, air quality in the Yangtze River region has been improved, and industrial waste gas emissions have been reduced by 36.8%. The water quality of the Yangtze River has not been significantly improved. During the implementation of the policy, industrial waste water discharge increased and dissolved oxygen in water decreased. Therefore, while giving consideration to economic development, more attention should be paid to the prevention and control of water pollution in the Yangtze River, and a multi-dimensional and full-coverage environmental pollution assessment system should be established to realize the green development of the Yangtze River Economic Belt.
