摘要
中国共产党和政府历来重视农村的法治建设,曾经陆续开展“送法下乡”“依法治村”等活动,取得了不错的成效。但是目前仍然存在粗放、低效的问题,法治乡村建设任重道远。本文探讨了法治乡村建设的价值内涵,从基础-关键-保障三个维度分析了法治乡村建设精细化的生成逻辑,最后针对宣传、立法、执法、司法、法律服务五个方面提出精细化的建议,以期开辟法治护农、法治兴农、法治强农的中国特色法治乡村建设之路。
The Communist Party of China and the government have always attached great importance to legal construction in rural areas, and have successively carried out activities such as “sending law to the countryside” and “administering villages according to law”, which have achieved good results. This paper discusses the value connotation of the rural construction under the rule of law, and analyzes the refined generation logic of the rural construction under rule of law from three dimensions: foundation-key-guarantee. At last, this paper puts forward detailed suggestions from five aspects: publicity, legislation, law enforcement, justice and legal services, in order to open up the road to the rural construction under the rule of law with Chinese characteristics by the rule of law to protect agriculture, the rule of law to promote agriculture, the rule of law to strengthen the agriculture.
