风电场惯量响应和一次调频方案的研究与实现 被引量:7

摘要 风电装机容量的大幅增加给电网的稳定性以及安全性带来了很大的挑战。为了提升电网的稳定性和电网频率的抗干扰能力,风电场亟须具备调频功能并提高频率响应的速度。文章根据最新的电网调频启动时间和调节时间等相关技术指标要求,结合对目前市场上的场站级自动发电控制(AGC)系统和能量管理平台优化等主流调频系统方案的分析,提出一种能量管理平台和调频设备相结合的调频系统方案,以实现风电场的惯性响应和一次调频功能。通过该系统,风机能同时接收能量管理平台与调频设备的指令;并可针对惯量响应与一次调频采用不同的控制策略来调节风电场的有功功率,以保证调频期间的频率响应速度与电网的稳定性。在云南某风场采用该方案进行了惯量响应与一次调频的测试,结果显示,惯量响应时间小于1 s,控制偏差在额定容量的±1%以内;一次调频的启动时间小于2 s,响应时间小于5 s,调节时间小于8 s,控制偏差在额定容量的±1%以内,均满足云南电网要求。 With the substantial increase of the installed capacity of wind power, it has brought great challenges to grid stability and safety. In order to improve the grid stability and the anti-interference ability of grid frequency, wind farms urgently need to have frequency regulation function and increase frequency response speed. According to the latest technical requirements such as starting time and adjustment time of grid, this paper analyzes the current mainstream frequency regulation schemes in the market. A frequency regulation scheme combining energy management platform and frequency regulation equipment is proposed, so that the wind turbine receives instructions from the energy management platform and frequency regulation equipment at the same time, and adopts different control strategies for inertia response and primary frequency regulation to adjust the active power of the wind farm to ensure the response speed and stability during frequency regulation.The scheme has been tested for inertia response and primary frequency modulation in a wind farm in Yunnan province. In the test results, the response time of inertia response is less than 1 sec,the control deviation is within ±1% of rated capacity, the starting time of primary frequency modulation is less than 2 sec, the response time is less than 5 sec, the adjustment time is less than 8 sec, and the control deviation of primary frequency regulation is within ±1% of rated capacity. All the technical indexes meet the requirements of Yunnan Grid.
