考虑不同利益主体的区域常规与非常规水资源协同配置模型 被引量:4

Regional Conventional and Unconventional Water Resources Collaborative Allocation Model Considering Different Stakeholders

摘要 为了将非常规水资源纳入水资源统一配置体系,同时考虑不同层次决策主体利益,研究考虑不同利益主体的常规与非常规水资源协同配置模型.分别以区域管理者、常规与非常规水资源供水者为上下层模型主体,构建水资源配置双层模型,并考虑决策者的决策空间,应用NSGAIII-NSGAII多目标算法进行模型求解.在此基础上,采用TOPSIS法,将本文模型与传统模型在不同情景下的最优方案进行优选.以陕西省榆林市榆阳区为研究对象,进行模型验证.结果表明:研究区水资源基本达到供需平衡.文中方法较为合理,以期为我国缺水地区常规与非常规水资源协同配置提供支撑. In order to incorporate unconventional water resources into the unified allocation system of water resources,and consider the interests of decision-making bodies at different levels,the conventional and unconventional water resources collaborative allocation model considering different stakeholders were studied.The regional managers,conventional and unconventional water supply providers were used as the main body of the upper and lower layers to construct a two-layer model of water resources allocation,and the decision-making space of decision makers was considered.The non-dominated sorting genetic algorithm III-non-dominated sorting genetic algorithm II(NSGAIII-NSGAII)algorithm was used to solve the model.On this basis,the technique for order preference by similarity to an ideal solution(TOPSIS)method was used to optimize the optimal scheme of the model and the traditional model under different scenarios.Taking the Yuyang District of Yulin City,Shaanxi Province as the research object,the model was verified.The results show that the water resources in the study area basically reach the balance between supply and demand.The method is reasonable and credible,so as to provide support for the coordinated allocation of conventional and unconventional water resources in China’s water-deficient areas.
