摘要
系统推进教育评价改革是中共中央、国务院印发的《深化新时代教育评价改革总体方案》指导思想中明确的大战略、大思路、大举措。新时代系统推进教育评价改革的主要特征表现在:功能具有指挥棒特性,内容具有整体贯通性,实施具有结构平衡性,组织具有关系协同性,影响具有外溢推动性。其重要价值在于:引领教育发展方向性调整,推动教育评价体系性建设,促进教育生态根本性变革,促成教育服务格局性重塑,推动价值力量凝聚性生长。针对教育评价本身及其背后的立德树人、科学研究、教育治理、社会服务等所构成的问题系统,改革要建立由教育评价形成性目标、立德树人促进性目标、科学研究支撑性目标、教育治理提升性目标、社会发展旨归性目标构成的目标系统,通过确立"评价育人"新理念、推进评价新实践、健全评价新机制、完善评价改革新保障等综合措施,整体、分层、有序、平衡、协同地实施。
Systematic Promotion of Educational Evaluation Reform is the major strategy,essential idea and big move clearly defined in the guiding ideology of Overall Plan for Deepening Educational Evaluation Reform in the New Era issued by the Central Committee of the Communist Party of China and the State Council.For Systematic Promotion of Education Evaluation Reform in the New Era,its function has the characteristics of a baton,the content has the overall continuity,the implementation has the structural balance,the organization has the relationship coordination,and the influence has the spillover promotion.The important value lies in leading the directional adjustment of education development,promoting the construction of education evaluation system,promoting the fundamental change of education ecology,promoting the pattern reconstruction of education services,and promoting the cohesive growth of value forces.In view of the systematic problems posed by educational evaluation itself and its behind,such as building morality and cultivating people,scientific research,educational governance and social services,the reform of educational evaluation in the new era should establish a target system composed of formative objectives of educational evaluation,promoting objectives of building morality and cultivating people,supporting objectives of scientific research,promoting objectives of educational governance and objectives of social development,By establishing the new concept of“evaluation and education”,promoting the new practice of evaluation,perfecting the new evaluation mechanism,perfecting the new guarantee of evaluation reform and other comprehensive measures,it will be implemented in an overall,layered,orderly,balanced and coordinated manner.
