摘要 高等教育高质量发展是中国式现代化建设的重要支撑。高等教育自身逻辑与外部环境影响其发展模式和路径,高等教育与国家的精神关联体现为个体与共同体的精神互动。基于宪法视角,阐述高等教育高质量发展的宪法内蕴、实质价值和规范结构,确立高等教育系统在国家治理体系中的地位,阐明高等教育“基本权利——国家义务”的动态调适机制。通过宪法成因剖析高等教育高质量发展的实践难题,从高等教育实质精神的制度融合、高等教育公平需求的制度回应、高等教育人才培养的制度保障三方面,提出构建高等教育高质量发展制度体系的实践路径,为全面建设社会主义现代化国家奠定坚实人才基础。 The high-quality development of higher education is an important support for Chinese-style modernization.The development model and path of higher education will be affected by its own logic and external environment,and the spiritual connection between higher education and the country will reflect the spiritual interaction between the individual and the community.From the perspective of the constitution,this paper expounded the constitutional connotation,substantive value and normative structure of the high-quality development of higher education,established the status of the higher education system in the national governance system,and clarified the dynamic adjustment mechanism of“basic rights-state obligations”in higher education.The practical problems of high-quality development of higher education were analyzed through constitutional causes,and the construction of an institutional system for high-quality development of higher education was proposed from three aspects:system integration of the essence and spirit of higher education,the system response to the demand for fairness in higher education,and system guarantee of higher education personnel training.The practical path lays a solid talent foundation for building a socialist modern country in an all-round way.
