摘要
科研事业单位章程是科研事业单位管理运行、开展科研活动的基本准则,为指导和规范中央级科研事业单位章程制定,建立职责明确、评价科学、开放有序、管理规范的现代科研院所制度,保障中央级科研事业单位管理运行有章可循,推进中央级科研事业单位(以下简称科研事业单位)章程制定,建立科研事业单位的法治核心,科技部、中央编办、人力资源社会保障部专门印发了《关于中央级科研事业单位章程制定工作的指导意见》,部分事业单位在实际中探索先行,率先探索制定科研事业单位章程。本文结合实行党委领导下院长负责制的科研事业单位制定单章程的实践经验,通过3个层面对使用单位章程的内在精神和意义进行认识,从5个维度对章程的进行结构设计,明确章程贯彻的配套措施,从根本上保障科研事业单位院深化改革的基础,助力科研事业的长远发展。
The charter of scientific research institutions is the basic criteria for the management and operation of scientific research institutions and the development of scientific research activities.It is formulated to guide and standardize the charter of central scientific research institutions to establish modern scientific research institutes with clear responsibilities,scientific evaluation,openness and order,and standardized management.System to ensure that the management and operation of central-level scientific research institutions has rules to follow,promote the formulation of the bylaws of central-level scientific research institutions(hereinafter referred to as scientific research institutions),establish the core of the rule of law for scientific research institutions,the Ministry of Science and Technology,the Central Office,Human Resources and Social Security the Ministry specially issued the"Guiding Opinions on the Formulation of the Constitution of the Central Scientific Research Institutions".Some public institutions explore first in practice,and take the lead in exploring and formulating the charter of scientifc research institutions.This article combines the practical experience of formulating single charters in scintifc research institutions that implement the system of dean responsiblity under the leadership of the party committee.Understand the significance,design the structure of the charter from five dimensions,clarify the supporting measures for the implementation of the charter,fundamentally guarantee the foundation for deepening the reform of scientific research institutions,and help the long term development of scientific research.
