摘要
目的调查《深圳市基本公共卫生服务管理办法》(以下简称"《管理办法》")实施情况,为制定和完善相关政策提供参考依据。方法选取深圳市社区健康服务中心(以下简称"社康中心")工作人员和社区居民为调查对象,采用问卷星并分享二维码的调查方式,分别对其进行《管理办法》知晓情况、基本公共卫生服务项目获得情况、《管理办法》实施后社康中心的工作量、绩效补助情况调查,并对调查结果进行描述性分析。结果相关知晓率介于36.76%~80.98%之间,社康中心工作人员知晓率均高于社区居民,差异有统计学意义(P<0.01)。社康中心工作人员的获得率高于社区居民,差异有统计学意义(χ^(2)=556.42,P<0.01)。《管理办法》实施后,94.91%的社康中心工作人员工作量有所增加,74.02%的社康中心工作人员认为是依据"标准计算单元"(即"标准工作当量")核发绩效补助,但50.19%的社康中心工作人员认为每个月工资比预期低。结论《管理办法》实施情况较好,但还需要加大宣传力度,在绩效考核和激励机制方面仍有需要改进之处。
Objective To investigate the implementation effects of the Shenzhen Basic Public Health Service Management Measures(hereinafter referred to as Administrative Measures)to provide references for the formulation and perfect of related policies.Methods By means of Wenjuanxing and QR code sharing network questionnaire survey,doing descriptive analysis was done on the awareness of the Administrative Measures,the access to basic public health services,and the workload and performance subsidies of the social health center after the implementation of the Administrative Measures.Results The awareness rate fluctuates between 36.76%and 80.98%.The awareness rate of social health center staff was higher than that of community residents,and the difference was statistically significant(P<0.01).The rate of obtaining national basic public health services of social health center staff was higher than that of community residents,and the difference was statistically significant(χ^(2)=556.42,P<0.01).After the implementation of the Administrative Measures,workload of 94.91%social health center staff increased,74.02%of the social health centers got performance subsidies based on standardized work equivalent,but 50.19%of the social health center staff believed that their monthly salary was lower than expectation.Conclusion The implementation of Administrative Measures has achieved good results,but it is necessary to increase publicity,and there is still room for improvement in performance appraisal and incentive mechanisms.
