摘要
基于田野调查法和历史思维,对广西L县21世纪以来几次重要的基础教育改革行动的动因与过程进行解释与分析。研究发现,源于在地问题意识的问题驱动、基于行政逻辑的任务驱动、作为契机的文化环境驱动以及作为历史逻辑的发展驱动,构成了县域基础教育改革行动的四种主要动因类型;管理先行的逻辑起点、政府推动的核心方法以及作为合力生成的教育改革共同体建构,是县域基础教育改革过程机制的显著表征。由此可见,县域基础教育改革因县域现实条件而展现出生动的基层主体活力与发生逻辑,体现出一种县域教育改革的实践辩证法;县级政府必然是民族地区县域层次教育改革的主导力量,县域基础教育改革行动本质上是由政府推动逐渐建构起来的县域教育改革共同体所完成。
Educational reform in China in the county space shows a real action or specific event of a grass-roots nature.Studying based on educational reform in the county actions or events reflects the logic mirror of its practice and should become one of the important issues in the study of Chinese educational reform in the new era.The paper explains and analyses the motivation and process of several important elementary education reform actions in L County of Guangxi since the 21st century,based on field investigation and historical thinking.The study finds that there are four main motivation types of elementary motivation reform in the county,including problem-driven based on local problem awareness,task-driven based on administrative logic,cultural environment-driven of an opportunity and development-driven of historical logic.They are the distinctive characteristics of the mechanism of the basic education reform process in the county,which includes the logical point of management first,the core method of government promotion and the construction of an education reform community as a joint force.Therefore,the elementary education reforms in the county display practical dialectics because of the real conditions in the county,which shows the vitality of grass-roots entities and occurrence logic.The government of the county inevitably becomes the dominant force to advance the education reform of the county level in ethnic areas.Finally,the basic education reform of the county is essentially a gradual construction of county-level education reform driven by the government.
