摘要
以L单位实际项目的质量管理模式为例,通过研究ISO9000质量管理体系的发展历程以及项目负责制在测绘单位的应用情况,阐述了项目负责制下构建测绘单位ISO9000质量管理体系的相关关键环节。研究表明,项目负责制的扁平化管理特点能有效打破项目的生产管理、技术管理和质量管理在传统测绘单位体制机制中的壁垒,还能高效地为客户提供符合标准和要求的测绘产品和服务。该模式可为事业单位机构改革探索新型质量管理模式以及测绘单位转型发展中有效建设质量管理体系提供借鉴与思考。
This paper introduced the development process of the ISO9000 quality management system and the application of project responsibili-ty system in surveying and mapping units.Taking the L unit as an example,the key links in the construction of the surveying and mapping unit ISO9000 quality management system based on project responsibility system are described.The research suggests that the flat management of project responsibility system can break the institutional barriers of project management in traditional surveying and mapping units.Meanwhile,the experience and reference provide a new quality management mode for surveying and mapping unit reform and development.
